Prohibits pawnbrokers, secondhand dealers, and scrap metal processors from purchasing items that remain sealed, unopened in original packaging, or in original unused condition unless the seller presents a receipt or proof of purchase

Bans the purchase of gift cards from retailers by pawnbrokers, secondhand dealers, and scrap metal processors

Adds a definition of "gift card" to Delaware Code as a tangible device with embedded value that can be exchanged for merchandise at a single retailer or affiliated group of retailers

Authorizes the Department of Safety and Homeland Security to seize items found in violation of prohibited transaction rules, with a 30-day holding period during which businesses may provide proof of ownership

Takes effect on the first January 1 following enactment
