Increases the annual tax collection limit for the Town of Delmar from $1,000,000 to $2,500,000 for municipal purposes on real estate and improvements.

Applies to taxes levied and collected on all real estate and improvements located within the town.

Maintains the existing exemption that there is no limitation on taxes raised for payment of interest and principal on bonded indebtedness.

Requires a two-thirds majority vote in both houses of the Delaware General Assembly to pass.
