Requires the Secretary of Education to publish and submit a report to the Joint Committee on Capital Improvement, Controller General, and Division of Research when submitting the proposed annual major capital improvement program budget.

Report must include a summary of each rejected project with total proposed cost, reason for rejection, number of prior applications from the district, current enrollment data, and ranking of rejected projects by need.

Report must list all applications (approved and rejected) with designation of priority level assigned under the School Construction Technical Assistance Manual.

Report must provide a breakdown by school district of state funds allocated through the certificate of necessity process for the current year, prior five years, and any committed future funds.
