Adds 2 floating holidays per school year that school employees may take without loss of pay, separate from sick leave and personal days.

Floating holiday requests must be approved by building-level administrator, who cannot ask the reason for the request and can only deny if school operational requirements cannot be met.

Floating holidays cannot be accumulated or carried over to future years and are not included in the employee's sick leave balance.

Maintains existing provisions allowing employees 3 personal days per fiscal year and absences without pay loss for jury duty or court testimony.

Allows employees to take absences for court-ordered subpoena or jury duty without these counting toward their personal day allotment.
