Removes the 3-month waiting period for state employees to receive state-paid health insurance premiums, effective January 1, 2024.

Revises the definition of "regular officer or employee" in § 5201 of Title 29 to eliminate the requirement of continuous employment during the 3-month period immediately preceding the first day of a month.

Allows newly hired benefit-eligible state employees to receive state contributions toward health insurance coverage immediately upon hire rather than waiting 3 months.

Aims to improve recruitment and retention of state employees by reducing out-of-pocket health care costs for new hires who enroll in coverage mid-month.
