Amend § 7554 of Title 15 to establish a maximum 30-day durational residency requirement for municipal voter eligibility, allowing municipalities to set their own requirements up to this limit.

Explicitly prohibit corporations and other artificial entities from voting in municipal elections or being considered as persons for voter eligibility purposes.

Establish acceptable forms of identification for voters appearing at polls, including Delaware driver's licenses, uniformed service IDs, government-issued photo IDs, utility bills, bank statements, paychecks, leases, and other commonly accepted identity documents.

Allow personal recognition by a majority of election officers to attest to a voter's identity and address as an alternative to presented documentation.

Amend § 835 of Title 22 to clarify that charter provisions protecting nonresident voting rights apply only to nonresident natural persons, not to corporations or artificial entities.
