Establishes an LGBTQ+ Pride special license plate through the United Way of Delaware Pride Council, available for private passenger vehicles and motor vehicles/trailers with gross vehicle weight rating of 26,000 pounds or less.

Requires a minimum of 200 applications before the Division of Motor Vehicles can issue the plates and charges a one-time $50 fee ($15 administrative fee plus $35 plate fee) in addition to annual registration fees.

Deposits the $15 administrative fee into a special fund for promoting the plate and administering the program, with remaining funds going to the United Way of Delaware Pride Council's Fund to support programs serving LGBTQ+ youth and adults in Delaware.

Plate design must be determined by a committee of the Division of Motor Vehicles and United Way of Delaware Pride Council, may feature "LGBTQ+ Pride" text instead of "The First State," cannot be solely black and white, and maintains the same numbers and letters as the vehicle's standard registration.

Requires three-fifths majority vote for passage due to constitutional requirement for imposing new license fees.
