Requires superintendents to collaborate with the Department of Education and school building-level administration to create short-term and long-term improvement plans for schools where students have single-digit proficiency (less than 10%) in English language arts or mathematics.

Mandates that improvement plans be presented to school boards for approval by May 1 and made publicly available on school and Department websites, with annual updates required and any revisions subject to school board approval.

Exempts schools already participating in federal Comprehensive Support and Improvement (CSI) or Targeted Support and Improvement (TSI) programs or other state/federal improvement plans from these requirements.

Requires the Department of Education to submit annual reports by August 1 listing all schools with single-digit proficiency and schools with proficiency between 10% and 20%, including five years of historical data, distributed to legislative committees and state officials.

Superintendent update requirements end once a school achieves proficiency above single-digit levels for short-term plans or reaches 20% or higher proficiency for long-term plans; requirements resume if performance subsequently declines.
