Requires the Registrar of Regulations to transmit proposed agency regulations to each member of appropriate standing committees and obtain their comments regarding impact on individuals and small businesses.

Mandates standing committee chairs to schedule meetings when a majority of committee members believe in good faith that a regulation impacts or falls within the committee's subject-matter jurisdiction.

Allows standing committees to draft committee reports with recommendations and proposed legislation in response to agency regulations during the legislative interim or regular session.

Permits standing committees or joint committees to request the President Pro Tempore of the Senate or Speaker of the House to call special sessions or call from recess to consider committee recommendations and legislation.

Requires standing committees or joint committees to provide their reports and proposed legislation to the Joint Legislative Oversight and Sunset Committee.
