Renames the "Council on Police Training" to the "Police Officer Standards and Training Commission" throughout Delaware Code.

Expands the Commission from 16 to 17 members and adds requirements for public members including a religious leader with reentry experience and two community members impacted by the criminal justice system.

Requires all police departments to establish accountability committees or boards with community representation, including members impacted by the criminal justice system, and mandates these boards comply with the Freedom of Information Act.

Authorizes the Commission to issue subpoenas, maintain a public website, periodically review body-worn camera standards, ensure police accreditation by July 1, 2028, and publish decision summaries as public records.

Decertifies police officers who have been decertified in another jurisdiction and modifies language throughout related statutes to reflect the new Commission name and structure.
