Creates simplified annexation process for properties 2 acres or less that are contiguous to the town, allowing Mayor and Town Council to annex by ordinance vote without full petition procedures required for larger properties.

Establishes new Section 3A annexation procedures for small parcels including 90-day petition acceptance window, ordinance introduction with zoning classification, 6-month waiting period if ordinance fails, and recording requirement within 90 days of adoption.

Replaces detailed list of competitive bidding exceptions in Section 14(b) with incorporation by reference to Town of Milton Procurement Policy, allowing Mayor and Town Council flexibility to establish and amend procurement procedures.

Changes real property tax cap from fixed amount of $1,750,000 to a percentage-based cap of 0.5% of total assessed value of all taxable real estate within town corporate limits, allowing tax revenue to grow with annexed properties.

Effective upon enactment with severability clause ensuring invalid provisions do not affect remainder of Act.
