DE HB21

Creates a Joint Committee on Oversight of Agency Regulations composed of 5 Senate members and 5 House members (no more than 3 from same political party) with alternating chair/vice-chair positions between chambers in odd and even-numbered years.

Establishes automatic expiration of all agency regulations adopted between November 1 and October 31 on the following June 30 unless the General Assembly enacts a law to remove the expiration.

Requires the Committee to review regulations based on criteria including: whether regulations are within agency authority, comply with legislative intent, economic impact, costs to regulated entities, and benefits to citizens.

Mandates Committee staff prepare annual reports by January 30, hold public hearings, and submit recommendations to the General Assembly by May 15; Committee must draft and introduce bills to remove expiration of regulations it recommends be retained.

Provides additional yearly compensation of $4,670 for Committee Chair and Vice Chair, and $3,929 for Committee members.
