Redesignates the Korean War Veterans representative seat on the Delaware Commission of Veterans' Affairs to the National Association of Black Veterans, effective upon the current Korean War Veterans commissioner's term completion or resignation.

Allows the current Korean War Veterans commissioner to retain their appointment and seat until their full term concludes or they voluntarily resign.

Clarifies the definition of "veteran" to include persons discharged under other than dishonorable conditions, rather than requiring honorable discharge specifically.

Maintains the Commission's composition of 15 total members: 10 representatives from specified statewide veteran organizations chartered by Congress and 5 at-large commissioners appointed by the Governor.
