Creates a new assault in the second degree offense when a person recklessly or intentionally causes physical injury to school employees, contractors, or subcontractors while on school property or at school-sponsored events.

Defines covered school personnel as teachers, substitute teachers, student teachers, aides, paraprofessionals, principals, administrators, counselors, social workers, psychologists, occupational therapists, physical therapists, speech and language pathologists, learning specialists, nurses, librarians, IT specialists, cafeteria workers, custodians, facilities managers, security guards, bus drivers, and athletic coaches.

Classifies violations as a Class C or D felony under Delaware Code Title 11, Section 612.

Modifies existing Section 612(12) to add clarifying language that assaults on law enforcement and first responders using electronic control devices are Class C felonies.

Known as "The School Personnel Protection Act" to address school safety concerns and support workforce retention in education.
