Proposes adding Section 22 to Article I of the Delaware Constitution establishing an inherent and inalienable right to a clean and healthy environment, including water, air, soil, flora, fauna, ecosystems, and climate.

Designates the State and all its branches, agencies, and political subdivisions as trustee of Delaware's natural resources with obligation to conserve, protect, and maintain these resources for present and future generations.

Declares that natural resources are common property of all Delaware people and that environmental rights protections apply equitably regardless of race, ethnicity, socioeconomic status, gender, or geography.

Establishes the proposed constitutional right as self-executing and on par with other protected inalienable rights, intended to remedy environmental violations for public benefit rather than private financial gain.

Requires approval by two-thirds of all members elected to each house of the General Assembly before taking effect.
