Amends the definition of "firearm" in Delaware Criminal Code § 222 by changing "includes" to "means" to narrow the scope of what constitutes a firearm.

Redefines firearm to require weapons be "designed or may readily be converted to be" discharged by explosive force, removing the broad "mechanical means" language that previously encompassed crossbows and slingshots.

Adds frame or receiver of a firearm as a separate category within the firearm definition.

Aligns Delaware's firearm definition with the federal National Instant Criminal Background Check System (NICS) definition found in 18 U.S.C. § 921(a)(3).

Removes the specific reference to BB guns as excluded from the definition, as BB guns do not use explosive force to propel projectiles.
