Removes the 1-year residency requirement for the Ivyane D.F. Davis Memorial Scholarship Fund and clarifies that scholarship funds may be used for direct or indirect educational expenses and cannot reduce Fostering Independence Through Education Tuition Waivers.

Transfers administration of the Delaware Fostering Independence Through Education Tuition Waiver Program to the Office of the Child Advocate and clarifies roles of the Office and institutions of higher education in supporting eligible students.

Extends the tuition waiver to cover both full-time and part-time students, as well as winter and summer courses, and lowers the maximum age of eligibility from 26 to 25 to align with the Chafee Educational and Training Voucher program requirements.

Mandates that Ivyane Davis Scholarships and Chafee Education and Training Vouchers cannot be applied to reduce the waiver amount and prohibits eligible students from using loans to reduce their waiver.

Adds administration of the Fostering Independence Through Education Tuition Waiver Program to the Office of the Child Advocate's statutory duties under Title 29.
