Adds gender-affirming health care to Delaware's definition of reproductive health services, including interventions to suppress secondary sex characteristics, align appearance with gender identity, alleviate gender dysphoria symptoms, and support gender identity exploration.

Prohibits enforcement of out-of-state laws that authorize civil actions against individuals or providers who offer gender-affirming health care, and prevents Delaware courts from issuing summons or enforcing subpoenas related to such out-of-state cases.

Establishes that a child's presence in Delaware to receive gender-affirming health care satisfies jurisdictional requirements for custody determinations and prevents Delaware courts from deeming themselves an inconvenient forum when another state restricts such care.

Prohibits Delaware courts from enforcing out-of-state custody orders that remove a child from a parent solely because the parent allowed the child to receive gender-affirming health care in Delaware.

Declares that out-of-state laws authorizing child removal by state agencies due to a parent allowing gender-affirming health care are contrary to Delaware's public policy and may not be enforced in Delaware courts.
