Increases the number of Delaware Supreme Court Justices from 5 to 7, with at least 2 residents required from each county (New Castle, Kent, and Sussex), and the seventh Justice eligible from any county.

Requires Supreme Court appointees to have been residents of their designated county for at least 1 year immediately before application.

Removes political party restrictions that previously limited Supreme Court, Court of Chancery, and Superior Court appointments to members of the two major political parties, in response to a federal court order.

Updates the Supreme Court quorum requirement from 3 to 4 Justices and makes conforming amendments to judicial appointment and political representation provisions.

Mandates that of the 2 new Supreme Court seats created, 1 must go to a Kent County resident and 1 to a Sussex County resident; requires two-thirds vote in both legislative houses for passage and ratification by the next General Assembly after the next general election.
