Amends Article IV, Section 2 of the Delaware Constitution to require at least one Court of Chancery member to be a resident of Kent County and at least one to be a resident of Sussex County.

Requires individuals appointed to the Court of Chancery to have been a resident of their required county for at least 1 year immediately before application for appointment.

Applies beginning with the next vacancy of a New Castle County resident on the Court of Chancery or creation of a new Vice-Chancellor position, whichever occurs first.

Prohibits appointment of New Castle County residents to the Court of Chancery until residents from both Kent County and Sussex County are already serving on the court.

Requires two-thirds affirmative vote in both houses of the General Assembly for passage and must be approved again by the next General Assembly after the next general election to take effect.
