Modifies qualifications for the Director of the Division of Public Health to allow non-physician appointments, permitting a licensed physician or advanced practice registered nurse (APRN) designated by the Director to perform clinical duties if the Director lacks these credentials.

Updates tuberculosis treatment authority provisions to authorize designated physicians or APRNs employed by the Division to issue orders for involuntary examination, treatment, hospitalization, and isolation when the Director is not a licensed physician or APRN.

Applies similar physician/APRN designation authority to sexually transmitted disease examination and quarantine orders, newborn screening program determinations, opioid antagonist protocols, EMS medical director appointments, and Board of Medical Licensure and Discipline composition.

Changes the Director of Public Health appointment requirement in Title 29 from requiring a licensed physician with specific public health training to allowing someone qualified by training, education, experience, or ability to perform the duties.

Establishes a 5-year expiration date for the Act unless extended by subsequent legislation.
