Authorizes the Delaware Division of Motor Vehicles to issue special "Delaware Blue Hens" registration plates supporting University of Delaware Athletics Community and Campus Recreation upon receipt of at least 200 applications.

Applies to private passenger vehicles and motor vehicles with a manufacturer's gross vehicle weight rating of 26,000 pounds or less, excluding trucks that qualify for International Registration Plan (IRP) registration.

Requires a one-time fee of $50.00 upon initial application, which includes a $15.00 administrative fee, in addition to standard annual registration fees; replacement plates charged at a rate set by the Division.

Directs the $15.00 administrative fee to a special fund for promoting and administering the plate program, with remaining proceeds deposited into the University of Delaware Athletics Community and Campus Recreation Fund.

Allows the plate design to replace "The First State" wording with "Support Delaware Blue Hens" and grants the Division authority to refuse designs that present public safety concerns.
