Establishes the Delaware Easy Enrollment Health Insurance Program under the Insurance Commissioner's authority to increase health insurance enrollment among state residents.

Creates a state-based reporting system using income tax returns and unemployment compensation applications to identify uninsured individuals and assess their interest in obtaining health insurance coverage.

Allows the Commissioner to proactively contact interested individuals to assist them in enrolling in insurance affordability assistance, including Medicaid, the Delaware Healthy Children Program, premium tax credits, and cost-sharing reductions.

Requires the Insurance Commissioner to coordinate with the Departments of Health and Human Services, Finance, and Labor to develop systems, policies, and regulations that streamline eligibility determinations and enrollment processes.

Permits the Department of Finance to share taxpayer information with the Insurance Commissioner as necessary to implement the program, notwithstanding existing confidentiality restrictions.
