Permits wine producers with valid licenses in Delaware or other states to obtain a wine direct shipper license and ship wine directly to Delaware consumers through licensed carriers.

Limits wine shipments to 3 9-liter cases per household annually for personal consumption only, with delivery requiring signature from someone 21 years of age or older.

Requires wine direct shippers to pay applicable excise taxes, file quarterly reports with the Commissioner and Division of Alcohol and Tobacco Enforcement showing sales details and tracking numbers, and permit audits of their records.

Establishes carrier permit requirements for common carriers transporting wine, including biennial renewal, quarterly reporting to state agencies, and training for delivery personnel on age verification and responsible delivery practices.

Directs the Commissioner to study the impact on Delaware wine retailers and submit findings to the Governor and General Assembly by January 15, 2024.
