Amends § 314 of Title 9 of the Delaware Code to modify New Castle County's public bidding requirements for contracts and procurements.

Removes the $50,000 bidding threshold requirement for New Castle County and instead subjects the county to bidding thresholds established by the State's Contracting and Purchasing Advisory Council under § 6913(d)(4) of Title 29.

Grants New Castle County the same procurement authority as the State regarding sole source procurement, emergency needs, contract performance, and multiple source contracting.

Exempts New Castle County officials and government from the requirement in subsection (a) to publicly invite sealed proposals and award to the lowest bidder, allowing them to follow State-level contracting procedures instead.
