Establishes a special "Whitetails Unlimited" registration plate available for private passenger vehicles and trucks with 3/4-ton or less manufacturer's rated capacity.

Requires a one-time administrative fee of $10 upon initial application in addition to annual registration fees, with proceeds deposited into a special fund for Division of Motor Vehicles administrative costs and plate promotion.

License plates feature blue and gold colors with the Whitetails Unlimited logo on the left side and "Delaware" at the top or bottom, with plates reserved using the "WTU" prefix numbered consecutively.

Requires a minimum of 200 applicants before the Division of Motor Vehicles may issue the special plate.

Grants the Division of Motor Vehicles authority to promulgate rules and regulations for administering the special plate program and to refuse any design that could create public safety enforcement problems.
