Amends § 3096F of Title 16 to establish veterinary care reimbursement for retired law-enforcement canines from state departments and local police departments.

Requires departments (Correction, Safety and Homeland Security, Natural Resources and Environmental Control, State Fire Prevention Commission, and local police departments) to reimburse owners up to $1,500 annually for veterinary care expenses of retired law-enforcement canines.

Defines "veterinary care" to include prescription medication, surgery for substantial health risks, and cremation, but excludes elective surgery.

Requires owners to provide documentation of veterinary expenses to the relevant department for reimbursement processing.

Becomes effective immediately with implementation 6 months after enactment and does not apply to canines that retired before the implementation date.
