Removes the violent felony conviction barrier from SEED scholarship eligibility requirements, allowing students with violent felony convictions to qualify for grants to pay tuition at Delaware Technical and Community College or University of Delaware's Associate in Arts program.

Repeals the requirement in § 3404A(2) that students certify they have not been convicted of any violent felony as a condition of initial SEED program participation.

Removes the violent felony certification requirement from § 3406A(4) that students and their parents/guardians must provide to maintain continued eligibility for SEED scholarship funding during enrollment.

Defines "violent felony" as any felony listed in § 4201(c) of Title 11, excluding drug-related offenses in Title 16.
