Requires the Department of Elections to ensure all polling places have adequate accessible parking and are fully accessible to persons with disabilities in compliance with the Americans with Disabilities Act.

Mandates that accessibility features at polling places be available and functional for voters during any election.

Permits exceptions to accessibility requirements only in cases of natural disasters or other emergencies rendering a polling site unsafe or unusable, as determined by the Commissioner.

Requires the Commissioner to confirm that all potential polling places in an area have been surveyed before using an inaccessible location, and mandates provision of alternative accessible polling places or alternative voting methods upon advance request from disabled voters.

Allows any person with information about Department non-compliance to file an administrative complaint with the Department of Elections.
