Defines "dealer processing fee" as charges by vehicle dealers for costs including document preparation, obtaining titles and license plates, filing documents, and other administrative services related to vehicle sales or exchanges.

Excludes any fees payable to the Department of Motor Vehicles from the definition of dealer processing fees.

Establishes a statutory cap of $475 on dealer processing fees charged by motor vehicle dealers.

Requires all items in bills of sale to be legible and in 10-point font or larger if typed, and mandates individual listing and identification of each fee charged to the buyer.

Maintains existing requirement that dealers complete bills of sale in duplicate, retain originals for 5 years, and deliver copies to purchasers at time of sale or exchange.
