Establishes the Vulnerable Adult Populations Commission with 19 members consisting of 10 ex-officio members from state agencies, 1 House member, 1 Senate member, and 7 Governor-appointed members from medical, law enforcement, and vulnerable adult protection fields.

Commission members appointed by the Governor serve 3-year terms with eligibility for 1 additional term; members may be removed for gross inefficiency, misfeasance, nonfeasance, malfeasance, neglect of duty, or absence from 3 consecutive meetings or less than 50% attendance in a calendar year.

Requires Commission to meet at least 4 times per year with a majority quorum; chair and vice-chair elected annually in December; regulations adopted under Chapters 100 and 101 of Title 29 with prohibition on proxy voting.

Commission shall study Delaware court services, law enforcement procedures, and criminal justice data related to vulnerable adult abuse, neglect, and exploitation; coordinate among agencies; promote prevention and intervention; and recommend standards to state agencies.

Commission shall submit annual written report by March 15 to the Governor, legislature, and Chief Justice detailing activities, recommendations, and systemic changes; Commission members and information providers receive immunity from disciplinary action, criminal liability, and civil liability unless unreasonable care, willful or wanton conduct, or gross negligence caused injury or death.
