Requires the Department of Health and Social Services to maintain a publicly accessible registry of accredited assisted living facilities not subject to CMS regulations that have obtained accreditation from the Joint Commission, successor organizations, or department-approved independent accrediting organizations.

Establishes a certification designation within the accreditation registry for assisted living facilities that provide memory care services and have obtained memory care-specific certification from approved accrediting organizations.

Defines "Memory Care Services" as specialized ongoing care for residents with memory-impacting conditions including traumatic brain injuries, Alzheimer's disease, or other dementias, including planned programming and person-centered care practices.

Defines "Secured Memory Care Unit" as a designated secured area designed for individuals with memory-impacting conditions to prevent or limit resident exit, excluding individual residential areas.

Authorizes the Department to promulgate rules and regulations to implement the registry and certification requirements, with violations subject to enforcement actions and potential license nonrenewal.
