Allocates $67,878,048 in School Construction Market Pressure Contingency Funds for FY 2023 to four school projects (Appoquinimink, Cape Henlopen, and New Castle County Vo-Tech), with requirement that funds stay within original Certificate of Necessity scope.

Allocates $105,929,553 in state funds and requires $91,924,067 in local matching funds for FY 2024 school construction projects across nine districts, authorizing school districts to bond for local match if needed.

Modifies federal fund reporting dates from October 1 and May 1 to February 15 and August 15 to align with federal timelines, and makes unallocated State Fiscal Recovery Funds subject to Joint Committee approval as of January 1, 2024.

Authorizes the Department of Transportation to use Community Transportation Funds for one-time reimbursements to 17 organizations and municipalities for projects including playground equipment, vehicles, and infrastructure improvements totaling approximately $1.2 million.

Authorizes various property and asset transfers including Department of Health and Social Services land donation to Wilmington Renaissance Corporation, Christina School District sale of Elbert-Palmer School property, and transfer of state-owned dredge to Summit North Marina LLC.
