Amends training requirements for higher education institutions by changing language from institutions "shall provide" training to employees and students being "required to complete" training on sexual assault prevention, Title IX requirements, and victim-centered trauma-informed approaches

Requires new employees to complete training within 3 months of hire, responsible employees to complete refresher training every 2 years, and newly enrolled full-time students to complete sexual assault prevention training

Changes the annual reporting deadline from October 1 to July 1 for academic institutions and the Statistical Analysis Center to submit sexual assault data to the Department of Justice, switching from calendar year to academic year reporting

Moves the Department of Justice's deadline to furnish reports to the Governor and General Assembly from December 15 to September 15 each year

Requires annual reports to include aggregate data from the previous 5 years and rate of change statistics to identify trends, with all reports posted on the DOJ website; takes effect June 30, 2025
