Requires school board presidents to inform newly elected or appointed members of their obligation to complete financial responsibility training and special education due process training.

Mandates that school board presidents send a letter by January 15 each year to any board member who has not completed required training by January 1 following their election or appointment.

Requires financial responsibility training to be offered virtually at least twice per year and cover proper management of public funds and state and local education funding.

Requires special education due process training to be offered virtually at least twice per year and establishes this requirement explicitly in code for charter school board members as well as traditional and vocational-technical district school boards.

Expands the definition of "district leaders" and "charter leaders" required to attend financial responsibility training to include superintendents, business managers, heads of school, and principals.
