Require the Delaware Department of Correction to ensure all female inmates at level IV or V facilities receive annual or biennial screening mammograms consistent with United States Preventive Services Task Force recommendations.

Allow each inmate and her healthcare practitioner to jointly decide whether mammograms occur annually or biennially based on the inmate's individual risk factors for developing breast cancer.

Take effect 90 days after enactment into law.
