Expands who can certify a driver's medical fitness to operate a vehicle from only physicians to all "licensed practitioners," including physician assistants (PAs) and advanced practice registered nurses (APRNs)

Allows non-physician practitioners to certify that a driver has not had a loss of consciousness episode in the last three months and does not pose an elevated risk to safely operate a vehicle

Transfers authority for reviewing driver's license medical evaluations from the Secretary of Health and Social Services to the Secretary of Transportation

Updates outdated references from "Medical Council of Delaware" and "Delaware Optometric Association" to the current names of regulatory boards (Board of Medical Licensure and Discipline, Board of Examiners in Optometry)

Repeals the existing requirement that physicians must report patients subject to loss of consciousness to the Division of Motor Vehicles within one week, along with associated penalties of $5-$50 for failure to report
