Establishes the Delaware Commission on Asian and Pacific Islander Heritage and Culture as a permanent state-level commission under the Secretary of State's authority.

Commission consists of 9 members: 3 appointed by the Governor, 3 by the Speaker of the House of Representatives, and 3 by the President Pro Tempore of the Senate.

Members must be U.S. citizens of Asian or Pacific Islander descent who hold a professional license in Delaware, own a business in Delaware, or reside in the state.

Commission duties include providing recommendations to promote the welfare of Asian and Pacific Islander residents, establishing cultural ties, fostering interest in historical and cultural backgrounds, and promoting programs and events that raise awareness of Asian and Pacific Islander culture, history, heritage, and language.

Commission members serve without compensation and may establish subcommittees to engage with other organizations sharing similar missions.
