Expands the definition of criminal mischief under Delaware Code § 811 to include intentionally or recklessly damaging an authorized emergency vehicle.

Defines authorized emergency vehicles as fire department vehicles, fire company vehicles, police vehicles, ambulances, specialized paramedic vehicles, and vehicles used by fire chiefs, assistant fire chiefs, chief engineers, or fire police officers in performance of their duties.

Establishes that intentional damage to an authorized emergency vehicle is classified as a class E felony.

Maintains existing criminal mischief classifications: class G felony for losses of $5,000 or more or substantial interruption of public services; class A misdemeanor for losses exceeding $1,000; unclassified misdemeanor for other cases.

Preserves existing affirmative defense allowing conduct related to tampering with public utility property if engaged in for lawful purposes, and defense allowing reasonable belief that the defendant had a right to engage in the conduct.
