Requires school boards and charter school boards to permit public comment on agenda items that are subject to a vote at public meetings

Mandates that public comment periods must occur before the school board votes on agenda items

Excludes procedural items such as votes to approve minutes or enter into executive session from the public comment requirement

Allows school boards to impose reasonable restrictions on the time, place, and manner of public comment periods and the amount of time allotted for each commenter

Applies to both traditional public school boards and charter school boards of directors
