Establishes Family Justice Centers within the Criminal Justice Council to provide multi-agency, multi-disciplinary support services to victims and survivors of domestic violence, abuse, sexual assault, stalking, and human trafficking in one centralized location

Requires the Executive Director to identify locations for at least one Family Justice Center in each county in Delaware

Creates a 19-member Family Justice Center Council including state officials, legislators, and 10 at-large members representing advocacy agencies and survivors to oversee operations and employ the Executive Director

Protects victim privacy rights by prohibiting denial of services based on criminal history, not requiring participation in the criminal justice system to receive services, and mandating informed written consent before sharing victim information with partner agencies

Requires all Family Justice Center staff, volunteers, and service providers to complete at least 8 hours of annual training on confidentiality, risk assessment, safety planning, and victim advocacy
