Creates a Voluntary Firearms Do-Not-Sell Registry maintained by the Delaware State Police in DELJIS where individuals may voluntarily enroll to be prohibited from obtaining or possessing firearms.

Requires applicants to submit inclusion requests in person to a law-enforcement agency with verified identity, with the agency adding their name to the registry within 12 hours.

Establishes a 30-day minimum waiting period before an individual can request removal from the registry, and another 30-day minimum period after submitting a removal request before removal takes effect.

Makes it a class A misdemeanor to transfer a firearm to someone on the registry (class G felony for subsequent offenses) and a class A misdemeanor to make false statements about identity when requesting inclusion or removal.

Prohibits discrimination against registry enrollees in health care, employment, education, housing, insurance, benefits, or contracting, and requires law-enforcement websites to prominently post registry information with downloadable forms.
