Implements a randomized alphabetical ordering system for candidates' names on Delaware ballots to eliminate ballot position bias, where each letter of the alphabet is assigned a random number to determine candidate listing order.

Requires major party candidates to randomly appear in the first or initial columns on ballots, with nonmajor party and unaffiliated candidates appearing in columns designated after major party columns.

In presidential election years, alternates which major party's presidential and vice presidential candidates appear in the first column to ensure no party appears first in consecutive presidential elections.

Removes party designations from ballot columns and prohibits designating any column as "unaffiliated" to further reduce ballot position bias.

Becomes effective for all elections occurring after December 31, 2023.
