Requires all health insurance carriers to provide coverage of doula services beginning January 1, 2024.

Mandates coverage includes three prenatal visits (up to 90 minutes each), three postpartum visits (up to 90 minutes each), and attendance through labor and birth.

Expands coverage to include additional postpartum doula visits when recommended by a licensed practitioner or clinician under Title 24.

Requires the Division of Medicaid and Medical Assistance to establish a doula certification and provider enrollment process in collaboration with stakeholders.

Directs the Division to set a reimbursement rate for doula services that supports a livable annual income for full-time practicing doulas.
