Amends Title 24 to define "gender-affirming health care" as medically necessary care respecting a patient's gender identity, including interventions to suppress secondary sex characteristics, align appearance with gender identity, alleviate gender dysphoria, and developmentally appropriate mental health services.

Adds gender-affirming health care services to the definition of "reproductive health services" in Delaware Code.

Prohibits Delaware courts from applying or enforcing out-of-state laws that authorize civil actions against providers of gender-affirming health care that is legal in Delaware.

Prevents Delaware from issuing summons or enforcing subpoenas in criminal prosecutions or civil cases relating to gender-affirming health care unless such conduct would constitute a crime under Delaware law.

Extends the same legal protections previously provided to abortion and contraceptive service providers to providers of gender-affirming health care.
