Amends Chapter 71, Title 7 of the Delaware Code to establish powers and duties of the Department of Safety and Homeland Security regarding motor vehicle noise control.

Requires the Department of Safety and Homeland Security, in consultation with the Department of Transportation and Department of Natural Resources and Environmental Control, to prepare a comprehensive report on a state-wide motor vehicle noise control and abatement program by October 1, 2023.

Mandates the Department conduct at least 2 public listening sessions with virtual participation options and accept written comments by email for 30 days following each session to gather public input.

Directs the report to include proposed statutory and regulatory changes, new procedures and equipment recommendations for vehicle inspections and public roadways, and updated noise standards considering vehicle technology advances and neighboring states' regulations.

Requires the Department to post the report on its website and deliver copies to the General Assembly, Division of Research, and relevant House and Senate committee chairs.
