Explicitly protects state and federally chartered banks, credit unions, armored car services, money transporters, lenders, certified public accountants, and public accounting firms from criminal prosecution under Delaware law for providing lawful services to cannabis-related businesses.

Enables cannabis-related businesses licensed under Chapter 13, Title 4 and compassion centers registered under Chapter 49A to access necessary financial and accounting services without exposing service providers to state criminal liability.
