Establishes statutory authority for Delaware to accept concurrent jurisdiction with federal authorities over juvenile criminal matters occurring on military installations within the state, under 10 U.S.C. § 2683

Permits the Governor to accept relinquishment of exclusive federal juvenile jurisdiction via Executive Order, with the order to be filed with the Secretary of State and appropriate county Recorder of Deeds

Grants Delaware's Family Court exclusive original civil jurisdiction over criminal or delinquency proceedings involving children under age 18 charged with crimes or delinquent acts committed on military installations

Allows children eligible to be tried as adults under § 1010 of Title 10 to be prosecuted as adults if the offense occurred within military installation boundaries and concurrent jurisdiction is established

Authorizes state and local government agencies to enter into memoranda of understanding with federal agencies for coordination and responsibility designation related to concurrent juvenile jurisdiction on military installations
