Restructures the Board of Elevator Mechanics from a 5-member board with one public member to a 5-member board with four licensed elevator mechanics (representing manufacturers, installation/repair services, consulting/engineering firms, and labor organizations) and one public member with specific disqualifications.

Changes board member term limits from 3 years with potential for one additional term to 3 years with up to 2 consecutive terms for all members including the public member.

Clarifies applicant qualifications for licensure, requiring knowledge of elevator installation and maintenance plus one of three options: six years' full-time supervised experience, eight thousand hours of experience plus 576 hours of related instruction, or four years' experience plus 6,000 hours of technical training.

Adds previously omitted statutory language for reciprocity standards, license issuance and renewal procedures, and formal hearing procedures in accordance with the Administrative Procedures Act.

Standardizes terminology throughout by replacing "master elevator mechanic" with "elevator mechanic" and makes technical corrections to comply with Delaware Legislative Drafting Manual standards.
