Sunsets the Technology Investment Council (TIC), eliminating the body that previously advised on technology investments and budgeting.

Repeals the definition of "Council" from Delaware Code § 9003C and removes the Department of Technology and Information's duty to provide staff support to TIC under § 9004C.

Removes language requiring the Department to consider TIC recommendations when creating technology policies and standards.

Deletes TIC's duties including making annual funding recommendations to the Office of Management and Budget by November 15 and reviewing technology project progress and budgets.

Justification: TIC convened only once in 2023, six of its nine members also serve on the Government Efficiency and Accountability Review (GEAR) Board, and TIC's goals are already achieved through Department of Technology and Information processes and collaboration with agencies and GEAR.
